Subject​: 1000 Homes Field Auditor reports very irregular
Dear Mr. Green:
At the 4th April, 2016 meeting of contractors/foremen in the CH&PA boardroom, three
reports from Field Auditor Jageshwar Ramnath were distributed to board members.
I had previously received these reports from Director of Finance Reaze Khan April 1, 2016
in response to questions I’d sent him via the CEO Myrna Pitt on March 20, 2016.
The information contained in these reports are highly irregular and are a cause for major
concern. I’ve also received another report from the Finance department which do not
seem to match the reported incidents compiled by the Field Auditor.

In this memo I will deal with the irregular information presented by the Field Auditor.
The Field Auditor did not attach the financial value of the stolen items but a report from
the Finance Department put the value at $12,144,857.
The three reports covering 112 incidents are as follows:
1. August 11, 2015. Addressed to Director of Finance Taslim Baksh and copied to
CEO Myrna Pitt.
2. October 2, 2015. Addressed to Director of Finance Taslim Baksh and copied to
CEO Myrna Pitt.
3. February 29, 2016. Addressed to CEO Myrna Pitt.
The August11, 2015 memo.
● This memo covers 31 incidents of theft/vandalism
● It was not written until after the 25th incident of theft/vandalism (46th if you count
the 15 incidents of theft on the 2 October, 2016 memo that occurred before the
date of this memo)

The October 2, 2015 memo
● This memo covers 59 incidents of theft/vandalism
● It was not written until after the 47th incident of theft/vandalism
● From the date of first memo to date of this memo 32 incidents occurred.
● 11 incidents of theft/vandalism listed on this memo occurred after the date of the
memo.
● The copy of the memo I received is unsigned
The February 29, 2016 memo
● This memo covers 22 incidents of theft/vandalism
● It was not written until after the 19th incident of theft/vandalism (32 if you count
the incidents since the 2nd October, 2016 memo)
● 3 incidents of theft/vandalism listed on this memo occurred after the date of the
memo
● The copy of the memo I received was not signed
Based on all information reported to the Board, no one from CH&PA has been punished,
reprimanded or disciplined for these ongoing crimes.
Subject to legal advice, the Fiscal Management and Accountability Act of 2003 deals with
loss of public property and liabilities.
Liability for loss of public property.
76.
(1) If a loss of public property should occur and, at the time
of that loss, a Minister or official has caused or contributed to that loss
through misconduct or through deliberate or serious disregard of
reasonable standards of care, that Minister or official shall be
personally liable to the Government for the amount of the loss.
(2) Where the misconduct or disregard of the person is not
the sole cause of the loss referred to in subsection (1), the person shall
be liable to pay only so much of the loss as is just and equitable having
regard to the person’s share of the responsibility for the loss.
(3) If a loss of public property should occur and, at the time
of that loss, a Minister or an official had nominal custody of that
property, that Minister or official shall be personally liable to the
Government for the amount of the loss.
The following is taken from a 20th March, 2016 memo Value of theft, vandalism & defects
on 1000 homes addressed to Director of Finance Reaze Abrahim via CEO Myrna Pitt.
Question 13. Have all these instances of theft and vandalism reported to the police?
Mr. Abrahim response on 1st April, 2016 was Not all instances.
No information was provided regarding the instances reported to the Guyana Police
Force.
Question 15. Were reports written for internal purposes on each of these instances of
theft and vandalism? Please provide copies.
Mr. Abrahim response was, Yes, please see attached copies of report submitted by the Field
Auditor attach to the 1000 Home Project.
The reports to which Mr. Abrahim refers to are the three irregular reports previously
highlighted in this memo.
A senior member of the Projects Department told me he is only aware of one of these
incidents being reported to the Police. I await further information, but the Director of
Finance has confirmed that all these incidents were not reported to the Police.
The Land Allocation Committee has discussed this matter extensively. Subject to legal
advice, we have concluded that CH&PA personnel at the 1000 Homes project are
personally liable to the Government for $12,144,857 as reported by the Director of
Finance.
