recommendation on Munaf Hussein (Akbar Auto) 10 lots in the remigrant scheme

17 November 2016

Dear Board Members:Mrs. Denise King Tudor & I met with Mr. Munaf Hussein (Akbar Auto

Sales) on the 31st October 2016 in the CH&PA Board room. This meeting

came about after our last land allocation committee meeting as

recommended by Mrs. Tudor.
Mr. Hussein was sold 10 house lots in the remigrant scheme in 2012.
Attached are my recommendation based on the meeting with Mr. Hussein.
Mrs. Tudor can fill in any information I may have left out or make any

corrections to what I have here.
Also attached is a letter from Mr. Hussein to Mrs. Tudor requesting

more time after failing to meet the deadline for info he set at our

meeting.

My advise to Mrs. Tudor is to prepare to repossess these lots from Mr.

Hussein based on all the evidence and facts before me. Subject to full

board approval/disapproval these are my recommendations.
humble regards,

Mark Jacobs

The remigrant scheme information clearly states that persons must
provide an affidavit of non ownership before an application is
processed and a lot allocated.

However, about 14 persons from the last set of information you
submitted were allocated lots in the scheme without these document.
Why did you process these applications without this document if indeed
it is mandatory?

thanks in advance,

Over 300 records missing from Lethem –  Region 9 office

Last visit to Lethem has allowed me to put a figure on the missing records in office.

The former housing officer Yvonne Kissoon quit shortly after elections and wiped the computer’s hard drive. She has in her possession a flash drive which she mentioned in her hand over documents to the new housing officer.

No one from management or the HR department visited Lethem to take possession of state assets or do a proper supervised hand over.

Yvonne Kissoon who is married to the PPP point man in Region 9 (Desmond Kissoon), was one on the untouchable gods at CHPA and her boss Denise King Tudor and CEO Myrna Pitt seems to have accepted this reality.

Government employees and others witnessed Yvonne Kissoon burning records and files in the savannah shortly after elections.

Based on the field survey done by staff, over 300 records on houselots are missing. This means, there is nothing to show when the persons applied, when the lots would’ve been allocated, to who et cetera.

Many of these lots have houses or structured under construction. However, until persons are asked to come in with their documentation, no records are available to indicate how they came into possession of these state lands.

An interesting discovery are lots sold to persons from the Corentyne Coast. Incidentally, the former officer is from the Corentyne Coast.

Andre Ally or Denise King Tudor cant explain why a $40 million transaction is not recorded anywhere

When a through audit is done of Central Housing they will back trucks up to the gate and fetch management and staff out. This place is FULL of corrupt and uhexplainable acts. Well we know why there are no explanations.
Mrs. Tudor is the boss of land administration and the defacto deputy CEO but the head of IT, Andre Ally was in charge of the remigrant scheme and allocating land to persons! According to him Irfaan Ali created that role for him. According to Tudor she knows nothing of the remigrant scheme.
